The original arguments and underlying principles that helped organize and guide the placement of function within network system design. This paper provides the rational for moving function upward in a layered system, closer to the applications(s) that use them. These principles eventually became the foundation of what would become the “open network” concept, that enabled the innovative environments that makes up the Internet today
